First chrome wouldn't open. Now I've uninstalled, but re-installation fails.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/46.0.2486.0 Safari/537.36 Edge/13.10586

Steps to reproduce the problem:
1. Out of the blue, Chrome stopped opening. I restarted the computer and the problem persisted. If you clicked the shortcut, I'd get a loading icon, then nothing would happen. Occasionally if I waited 15-20 min a chrome browser would open, but inconsistently.
2. I uninstalled Chrome.
3. When trying to re-install chrome, the installer either gets stuck saying 'downloading' but nothing ever happens, or I get an error message '0xa0430721'

What is the expected behavior?

What went wrong?
Chrome won't install.

Unable to repro this issue on Windows 10 for Google Chrome Stable Version - 52.0.2743.116

@nicholastassone88: Could you please perform the steps mentioned beneath and let us know your observations.

1. Remove some data from your PC (make sure there is enough space in your PC)
2. Uninstall Google Chrome.
3. Delete -> Go to -> C:\Program Files\Google\Chrome  and
4. Delete -> Go to -> C:\Users\<YourUserName>\AppData\Local\Google\Chrome or the entire Google folder.
5. Install Google Chrome Latest Stable Version - 52.0.2743.116
6. Re-test the same on a clean profile [chrome://settings -> Add Person -> Do not Login]

Re GOOPDATE_E_FAILED_TO_GET_LOCK_UNINSTALL_PROCESS_RUNNING, the machine could be running really slow, and uninstall may still be in progress when trying to re-install.
