[Search] Search results in MD settings are not being translated

Version 54.0.2826.0 canary (64-bit)

- set your system language to something other than English
- search for something in Settings
- yellow tooltips will be displayed in English, not the system language

I'm pretty sure this is WAI, but assigning to tommycli to confirm.

If the concern is that the tooltip is not translated -- the tooltip just displays whatever you type in the searchbox, so "language" is expected.

If the concern is that we are searching over the English version of the Settings page -- from the screenshot above, we are not searching over the English translation of the page since the "Languages" section is not shown. Instead, the Search engines section is shown, which makes me believe that one of them contains the string "language"

Correct the Search string is never translated.

I'm not sure what's going on in the above screenshot. Maybe there is a "Language" string in the non-English version. In any case, that would be a separate bug.

Works as intended.
