Update empty state string on storage/site settings

Currently the empty site settings string in storage reads "You have no saved website settings."

Per UI review we'll update the string to be:
"No storage data here"

dknox - is this something the storage team introduced? I'm not sure how to triage it and am trying to find the owner.
