Create browsertest_results dir for browsertest_results.py, and its test_suites dir.

Issue description

Currently, the browsertest_results.py utility is in /src/platform/crostestutils/provingground, and the test_suite files are shared from a Google Drive directory (e.g., https://drive.google.com/corp/drive/u/0/folders/0BwSZgPXs_HfCSkZaM3dXX1hBMUk).

The test_suit files need to be brought under source control. In order not to clutter up the provingground with potentially dozens of file, I will move browsertest_status.py into its own browsertest_status directory, and place the test_suites directory there.

Move browsertest_status.py and test_suites into own dir.

The test_suit files need to be brought under source control. To
prevent cluttering provingground dir with dozens of test list files,
move browsertest_status.py into its own browsertest_status directory,
and place the test_suites directory there.
