Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2816.0 Safari/537.36 Example URL: https://pptform.state.gov/ Steps to reproduce the problem: 1. Fill in a passport application at the US Department of State 2. Try to preview the application or open the resulting PDF in Chrome What is the expected behavior? Passport application displays fine. What went wrong? PDF viewer hangs immediately and won't display anything. Does it occur on multiple sites: N/A Is it a problem with a plugin? No Did this work before? N/A Does this work in other browsers? Yes Chrome version: 54.0.2816.0 Channel: n/a OS Version: Goobuntu Flash Version: Shockwave Flash 23.0 r0 Works in both Firefox and evince (Gnome system PDF viewer)

With 54.0.2830.0 on macOS 10.11.6, the attached PDF renders properly when opened, but the linked page in the OP has a preview view which is blank and uninteractive. Marking for PDF team triage and marking public, since the attached PDF is test data and the screenshot is blank.

With Chrome 53, the attached PDF also renders for me locally. The preview on the state.gov website is still broken.
