Regression:Unnecessary gap is seen between menu items and drop down options in "ssc.nic.in"

Issue description

Version:54.0.2830.0 (Official Build) b6678f521d7dd83c84e701140739cc3b47afe5d8-refs/heads/master@{#412124}(32/64-bit)
OS:Windows(7,8,10)

Test URL:http://ssc.nic.in/

What steps will reproduce the problem?
(1)Launch chrome and navigate to the above url.
(2)Hover mouse over the menu items (Kindly refer the video)
(3)Observe.

Actual:Unnecessary gap is seen between menu items and drop down options .

Expected:No such unnecessary gap should be seen between menu items and drop down options.

This is a Regression issue broken in M-52,below is the Narrow bisect info:

Kindly help to re-assign if your change is not the cause for this issue.

Note:Above issue is not seen on Man and Linux OS.

https://chromium.googlesource.com/chromium/src/+/a3d77052c868e6f31cb4da867f641e64f47ab3e2 seems like a far more likely regression patch, but that itself was a reversion. Odd.

The web site is badly designed, which might well be gwt's fault, as it seems to be a gwt developed site. Basically there is a div inside a table with the div at 50% height, yet the table row with the menu trigger is fixed height 20px.

I would support won't fix and asking the web site owners to fix their layout.
Scratch that - the reverted patch was intended to align us with spec. Looks like someone is relying on the spec. Can't complain about that.

This is fixed in canary thanks to some recent robhogan work. Though it might break again due to  issue 637811 .

Aside:
8876584335b48c99cf8df552ef4d8efebb131041 indeed fixed it but wasn't the right fix so got reverted in a3d77052c868e6f31cb4da867f641e64f47ab3e2

And I see the issue on linux, contrary to the original bug report.
