What steps will reproduce the problem?
1) Launch chrome, go to ‘Set Up Chrome’ page.
2) Drag the ‘View site information’ icon on to the page and observe.

Set up chrome page turns blank.

Set up chrome page should not turn blank.

This is a Regression issue broken in M-53, below is the bisect info
