Regression:Overlay of video appears to be chopped after resizing in toggle device mode.

Chrome Version:54.0.2830.0 (Official Build)b6678f521d7dd83c84e701140739cc3b47afe5d8-refs/heads/master@{#412124} 32/64-bit.  
OS:Windows (7,8,8.1,10)

What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://settings/content , click on "let me choose when to run.." option under Plugin section.
(2)Navigate to http://www.vudu.com/ click on any video and press F12 to open devtools
(3)Click on toggle device mode,drag the overlay down(i.e resize) 2-3 times and observe the video overlay.

Actual: Overlay of video appears to be chopped after resizing.

Expected: Overlay of video should be properly displayed even after resizing.

This is a regression issue broken in 'M49' and will soon update other info.
