Cursor is not seen on text field after tap/touch on 'Add site exception'.

Issue description

Chrome Version:54.0.2830.0 (Official Build)b6678f521d7dd83c84e701140739cc3b47afe5d8-refs/heads/master@{#412124} 32/64-bit. 
OS: Windows 10(Touch device)

Steps:
1. Launch Chrome and chrome://md-settings/siteSettings/cookies
2. Tap/touch on 'Add site exception' and observe.

Actual: Cursor is not seen on text field after tap/touch on 'Add site exception'.

Expected: Cursor should be seen on text field after tap/touch on 'Add site exception'.

This is a non-regression issue seen from M-52, as this new feature is introduced in 52.0.2718.0

Note: This is touch device specific issue, same works fine via mouse click.
