Regression : Unable to Navigate to Shortcuts section in Dev Tools

Version: 54.0.2830.0
OS: Ubuntu 14.04,Windows

What steps will reproduce the problem?
(1)Launch Chrome -> Open any page(Ex:chrome://apps)and press F12 to open Dev tools
(2)Click on 'Customize and control DevTools' option -> Select 'Shortcuts' option and observe (Please refer Video)

Expected: Should be able to Navigate to 'Shortcuts' section on selecting 'Shortcuts' option
Actual: Instead Navigating to 'Preferences' section

This is Regression Issue broken in M-54

Manual good and Bad Builds:
Good Build: 54.0.2821.0
Bad Build:  54.0.2822.0

Able to reproduce the issue on Mac 10.11.5 using 54.0.2830.0.

Unable to reproduce the issue on windows using latest chrome version 54.0.2836.0.Able to navigate to shortcuts section.
Please find the attached screen shot for the same.
