Grey highlight remains on previous option even after pressing tab key.

Chrome Version:54.0.2830.0 (Official Build)b6678f521d7dd83c84e701140739cc3b47afe5d8-refs/heads/master@{#412124} 32/64-bit. 
OS:Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4)


What steps will reproduce the problem?
(1)Launch chrome and navigate to http://www.azurespeed.com/Azure/Download
(2)Click on 2-3 download files,click on 'Pause' button from download bar.
(3)Navigate to chrome://downloads/ ,Press tab key till focus reaches 'cancel' button.
(4)Hold Space bar key such that grey highlight appears and hit tab key,observe

Actual: Grey highlight remains on previous option even after pressing tab key.

Expected: No such grey highlight should be seen after pressing tab key.


This is a Non-regression issue seen from 'M46' series i.e 46.0.2460.0

I'm no longer working on Chrome, and unlikely to fix any bug I'm currently assigned.

So this bug doesn't languish, I'm unassigning myself.
