Omnibox unreliable for searching

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.116 Safari/537.36

Steps to reproduce the problem:
Type a search query into the Omnibox and press ENTER.

What is the expected behavior?
Perform the search.

What went wrong?
Sometimes a search is performed, and sometimes a navigation is attempted on something that is obviously not a URL or portion of a URL.

Did this work before? N/A 

Chrome version: 52.0.2743.116  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 22.0 r0

Are there any documented rules for what will be interpreted as a search and what won't? Is it at all configurable?

Unable to reproduce the issue on win10 chrome version  52.0.2743.116 and canary

Could you please let us know the search query which you are giving in omnibox

Today, I entered "straitjacket" and Chrome resolved it to "straitjacket/" and displayed the error page.

Today, I entered "mokushi" and Chrome resolved it to "mokushi/" and displayed the error page.
Could you please replicate the same in a new profile where there are no apps/extensions  and update the thread. You can create a new profile from chrome://settings

Both are currently searching for "straitjacket", but I've noticed a difference in the list of suggestions. Presumably this extra item in the original profile is sometimes getting ranked higher than the search and causing this problem to occur. Is there a way to get rid of it?

Extensions present in the original profile:

* Adblock Plus
* Application Launcher for Drive (by Google)
* Chromoji - Emojis for Google Chrome
* Google Docs Offline
* Google Play Music

While I never installed any apps in either the original profile or the brand new profile, they both seems to have apps, and strangely each has a different set:

Original profile: Web Store, Gmail, Google Search, YouTube, Google Drive, Play Music
New profile: Web Store, Google Docs, Google Drive, YouTube, Gmail, Google Sheets, Google Slides
