Regression : Horizontal scrollbar is seen Missing in Profiles section after dragging the devtools

Issue description

Version:  54.0.2830.0 
OS: Ubuntu 14.04,Windows

What steps will reproduce the problem?
(1)Launch Chrome -> Open any page(Ex:chrome://apps)and press F12 to open Dev tools
(2))Now Go to Profiles Section -> Select 'Record JavaScript CPU profile' option-> Now Click on Start and stop -> Record two profiles
(3)Now Drag the 'Self Time' Column to L.H.S(Please refer Video)-> Press 'Esc' key to open console section(Please refer Video) -> Drag it to top and observe for  Horizontal scrollbar 

Expected: Horizontal scrollbar should be seen in Profile section on dragging the devtools
Actual: Instead Horizontal scrollbar is seen Missing 


This is Regression Issue broken in M-53

Able to reproduce the issue on Mac OS 10.11.6 using chrome latest Dev M54-54.0.2830.0.

Root cause is:

This follow-up patch adds a comment to the code addressing this exact issue:

Quoting:

Verified on Latest Linux Build 55.0.2879.0 and am able to repro .

This is a known consequence of:

Unfortunately, we don't have a way to definitively fix this without killing performance, aside from rewriting the entire layout engine -- which is actually in progress right now, so I have updated the blocking bug for this.
Components: -Platform>DevTools Blink>Layout>Scrollbars
This is a general Layout bug, not a DevTools one. Adjusting the components.
