[Non regression] Tab doesn't mute after clicking on sound icon on tabstrip.

Chrome Version: 54.0.2830.0 (Official Build)b6678f521d7dd83c84e701140739cc3b47afe5d8-refs/heads/master@{#412124} 32/64-bit.
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4)

What steps will reproduce the problem?
1. Launch chrome, go to www.youtube.com and play any video.
2. Now, click on sound icon at tabstrip and observe.

Tab doesn't mute after clicking on sound icon at tabstrip.
Tab should get mute after clicking on sound icon at tabstrip.

This is a non-regression issue, seen from M-39 series.

Note: This is working fine in Firefox browser.
