Cant't click expected links in Contextual Search Panel

Issue description

Steps to reproduce the problem:
1. Long Press a word in chromium, ex. "Argo". Contextual Search Panel will peek.
2. swipe up to full screen, keep swiping until to the bottom of the panel. You will see links like "Privacy", "Terms"
3. Click the "Privacy" link, you'll see!

What is the expected behavior?
It should navigate to "Privacy" page, but it navigated to "Learn more about mobile-friendly pages".

What went wrong?
I think we pass the wrong coordinates to the click event.

Did this work before? Yes 

Chrome version: 54.0.2831.0  Channel: stable
OS Version: 4.4.2
Flash Version: Shockwave Flash 22.0 r0

Looks like this exist from 53 Build and related to the below bug. 

Related search links doesn't respond to the tap
