Chromium have traditionally kept track of newly released Android SDKs in the past. Given that r24 has been around for a while as a stable release - isn't it time to upgrade the bundled SDK for Chromium's src/third_party/android_tools?

I'm asking since we want to start using API level 24 features in WebRTC, which in turn is a part of Chromium.
