Roll Android SDK to Android 7.0 (API 24) |

Issue descriptionChromium have traditionally kept track of newly released Android SDKs in the past. Given that r24 has been around for a while as a stable release - isn't it time to upgrade the bundled SDK for Chromium's src/third_party/android_tools? I'm asking since we want to start using API level 24 features in WebRTC, which in turn is a part of Chromium. Quick download: https://dl.google.com/android/android-sdk_r24.4.1-linux.tgz (followed by downloading the SDK 24 platform using the tools/android app).
