Regression: Highlight not been seen on selecting avatar icon in Chrome://md-settings page

Version: 54.0.2830.0 dev
OS: Ubuntu 14.04, windows

What steps will reproduce the problem?
(1)Launch chrome and go to chrome://md-settings page.
(2)Click on the Profile Avatar icon and try selecting any avatar icon and observe.

Expected: Avatar icon should get highlighted on clicking on it.
Actual: Instead, icon is not getting highlighted.

This is a Regression issue broken in M-54. Will soon provide bisect info.

Able to reproduce the issue on Mac OS 10.11.6 using chrome latest Dev M54-54.0.2830.0, Observed the avatar icon's are not getting highlighted while selecting.
