Regression: Blank details page is seen on navigating to any link in chrome://md-settings/siteSettings

Version:  54.0.2829.0 dev
OS: Ubuntu 14.04, windows

What steps will reproduce the problem?
(1) Launch chrome and go to chrome://md-settings/siteSettings >> Now to any link like cookies,exceptions,sites etc
(2) Add any exception and click on that link and observe details page

Expected: Details of that exception should be seen
Actual:Instead blank details page is seen.

This is a regression issue broken in M54. Will provide bisect info soon.

Able to reproduce the issue on Mac 10.11.6 using chrome version 54.0.2829.0
