Mac: Entering fullscreen with green button does not show Exit Full Screen menu item

What steps will reproduce the problem?
(1) Click the green fullscreen button from the browser window.
(2) Right-click the web contents.

What is the expected output?
"Exit Full Screen" option on the context menu.

What do you see instead?
No such option.

Note: If you enter fullscreen using the hotdog menu -> fullscreen button, it does work. The green fullscreen button should be the same.

Related to  Issue 627384 . There is something wrong with Mac windows knowing whether they are fullscreen or not.

The FullscreenController is not being told when a browser window enters fullscreen in some cases. FullscreenController::ToggleBrowserFullscreenMode() is the method that needs to be called. It's called when the IDC_FULLSCREEN command is issued, but that is apparently not the case when either the green Fullscreen button is clicked, nor when a new window is created via tab dragging while in fullscreen mode.

I think someone from the Mac team should look at this. +karandeepb to reassign (please assign the same owner as  Issue 627384  as I think they are the same root cause).
