The resource entry for c/b/r/md_history/history.html in browser_resources.grd does not include flattenhtml="true", so the grit <if> tags around the platform-dependent shortcut commands are not removed (so all code, plus the <if>s, is included on all platforms).

We prefer preprocess="true" when we don't need other features of flattenhtml, but it doesn't seem to work when the type is BINDATA.
