DCHECK scrolling google.com

Issue description

Open google.com and try to scroll on the page. It hits a DCHECK in InputHandlerProxy.

Abort message: '[FATAL:input_handler_proxy.cc(629)] Check failed: expect_scroll_update_end_

I got this too yesterday on a local dev build, and can quite easily replicate by starting up Chromium and repeatedly dragging down while the page is loading.
