Augmented tests for IpTables need to be fixed

https://chromium-review.googlesource.com/#/c/370759/ makes the tests for firewalld in iptables_unittest.cc more flexible to changes in ApplyVpnSetup. However, due to https://bugs.chromium.org/p/chromium/issues/detail?id=637997, these tests were rewritten with false assumptions about the return value of ApplyMarkForUserTraffic. When the crbug 370759 is fixed, the tests should be rewritten to account for this.
