update_scripts gclient_json has "null" instead of useful hashes |

Issue descriptionSee https://build.chromium.org/p/chromium.infra/builders/infra-continuous-xenial-64/builds/918/steps/update_scripts/logs/gclient_json for example A ton of the entries have "null" for both the scm and the revision. This means that someone consuming that json can't actually get a view of what is checked out, thus defeating the purpose of the json file.
