FR: Make Incognito Dark theme available in normal mode

Reported by semenov....@gmail.com, Aug 15 2016

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.116 Safari/537.36

Steps to reproduce the problem:
Currently it is not possible to replicate dark theme from Incognito mode with extensions. It is not possible to change background color of omnibox and there are horizontal 1px white lines that can't be removed and lots of more subtle colors that are also inaccessible (for example many colors when window is inactive).

Please make it possible to apply a stock dark theme from incognito to a normal mode.

What is the expected behavior?

Did this work before? N/A

Chrome version: 52.0.2743.116 Channel: stable

Thanks for the report.

Marking as Untriaged and requesting Dev team to check and update.
I really hope they add this or at least remove that 1px white line
