Stream logcats to logdog in recipes

In previous try, the task_id from the swarming task environment is not matching up with the task_id in the recipes.

I.e.
https://chromium-swarm.appspot.com/user/task/3099c82886043910 
and 
https://chromium-swarm.appspot.com/user/task/3099c82886043911
are the same task.
