Issue descriptionPremise: Swarming goes sideways and DM can't schedule any work Potential implementation: * Add internal 10m timeout when the Attempt enters the Scheduling phase. If the Attempt is still scheduling at the end of 10 minutes, set status to TIMED_OUT and propagate dependencies normally.
