Why do Chrome OS input method extensions need TTS permission?

I noticed that two Chrome OS input method extensions require the TTS permission. This might use some resources if unused. Any idea why it's needed?

Status: Fixed (was: Assigned)
Because of accessibility. The auto correction feature, user need the correction feedback. And chromeVox can't inject into background JS, I have to use TTS to speak the feedback
