security_StatefulPermissions Failure due to unexpected owners

The test has been failing intermittently on the release builders. e.g.

The log shows many files with unexpected owners, printed by self.log_owned_files(). e.g.

These files are expected to be there after android runs. We should fix the test by ignoring them.

security_StatefulPermissions: Allow android users

Android creates files in the stateful partition with uids in
the range (android-root, android-root + 100k). These files
are expected to be created under
android-data/cache
android-data/data

This patch whitelists the cache and data directories.

BUG= chromium:637868 
TEST=On Samus, start Play store, run this test, see android users
are ignored in security_StatefulPermissions.DEBUG
