Hover Position Inconsistent with Mouse Position

Steps to reproduce the problem:
1. Click on link (to new tab)
2. Move mouse over list of links with hover color change
3. 

What is the expected behavior?
hover color change should follow mouse position

What went wrong?
hover color change is 3 anchors down from mouse position

Did this work before? N/A 

Chrome version: 52.0.2743.98  Channel: n/a
OS Version: 5.1.1
Flash Version: 

This bug does not exist in default Android browser 5.1.1-20160429.

Test page:

http://www.gooplusplus.com/tvbox/bookmarks.html

If mouse press occurs before hovering, the bug disappears. If mouse is positioned over address bar or elsewhere outside the web page window, bug disappears. If page is refreshed, bug disappears. If web page is entered manually (not through a link), bug disappears.

Bug does not occur if link goes to the same window and not to a new tab.
