Alert when codesearch builders on master.chromium.infra.cron fail

We should probably also do the same for the codesearch-submodules-* builders on master.chromium.infra.

I was wondering about what the alerting conditions itself should be - as the graphs show failures seem quite common - so alerting on them might be too noisy.

Attached 2 screenshots showing failures are common.
