Internal PDF plugin "isn't installed" on all active 64-bit versions of Chrome on current computer

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.116 Safari/537.36

Steps to reproduce the problem:
1. Unknown
2. Open PDF or print preview
3. There's no step three.

What is the expected behavior?
Chrome displays the print preview, or PDF.

What went wrong?
Chrome displays message saying "Couldn't load plugin" (in the case of trying to open a pdf), or "Google Chrome cannot show the print preview when the build-in PDF viewer is missing".

Did this work before? Yes Early-July, but was not working by early-August. (2016)

Chrome version: 52.0.2743.116  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 22.0 r0

This happens on *any* Chrome installation that's 64-bit, including "normal" Chrome, Chrome Canary, and GoogleChromePortable64. All 32-bit versions of Chrome work fine. 

My belief is that some flag on my computer that Chrome checks as part of its plugin compatibility function calls has been changed, resulting in it incorrectly returning as incompatibility. I suspect if this is true, its likely for some reason thinking it's running on a 32-bit system (hence why the 32bit version would work but not the 64bit version).

I've done a "complete" reinstall of Chrome, deleting everything I know about, without reinstalling the OS.

While I agree they sound similar, I'm not using citrix, nor any other server software/OS - I'm just using Windows 10, and trying to print *anything* (or open *any* pdf - be it local or from the web). 

Also this bug is now *not occurring* - I won't say fixed, since it was clearly broken before, but now my 64-bit version of Canary and GoogleChromePortable64 are working with print preview and pdf opening just fine. 

It was broken for at least a week, and has been broken in the past, so clearly something's failing intimately.

Thanks for responding either way - I'll keep an eye on it and report back if it occurs again.
