Opening the dev tools console loads a random frame as the default target (not top frame)

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.116 Safari/537.36 Steps to reproduce the problem: 1. Open a webpage 2. Open the Developer Tools Console 3. The target frame starts as chrome extension or other frame What is the expected behavior? Opening the console should default to the "top" target frame. What went wrong? Testing functions on the web page result in undefined javascript errors without changing the target back to top, since the functions are being called in the wrong frame. Did this work before? Yes Seems like a recent change with this current version. Chrome version: 52.0.2743.116 Channel: stable OS Version: OS X 10.11.5 Flash Version: Shockwave Flash 22.0 r0 Not sure if this is a bug or just unexpected behavior.

I was able to repro this with a development build. I marked this as P3 because it can be worked around. It is definitely annoying though.

Also able to reproduce this on Version 52.0.2743.116 (64-bit) on OpenSUSE with Google Chrome from the official Google repository.

I can confirm this is still an issue in 54.0.2829.0 (Canary) for me. This had previously been fixed in https://bugs.chromium.org/p/chromium/issues/detail?id=613878, but it has since regressed before it even got into stable.

I'm still getting problems with this on some sites in 54.0.2837.0 (Canary). A few examples are BBC News, Yahoo, MSN. If you reload the page after DevTools is loaded, it will show 'top' fine, but otherwise I get lots of blank entries. It works fine on many other sites.

Some feedback: My frame is also always set to a Chrome extension instead of top. I use some extensions (e.g. TamperMonkey), and this issue is occurring for me on 53.0.2785.143 (64-bit). On Chrome Canary 56.0.2889.0 canary (64-bit), this issue occurs less frequently and the frame is sometimes correct. However, when a site has many "top" frames (see: http://i.imgur.com/9VdmH8Q.png), the wrong "top" frame is chosen. I end up clicking through each "top" frame (sometimes there are 10+) to guess which frame contains my page scripts.
