Cannot Adjust Font Size of Android Apps

Issue description

Version: 53.0.2785.47 dev (64-bit)
Platform: 8530.43.0 (Official Build) dev-channel cyan
Device: Acer Chromebook R11 C738T

Steps to reproduce:
(1) Compile, install, and run the attached sample app.

(2) Using a ruler, measure the width of the "30sp Normal" line in the activity, which is showing the text "30sp Normal" with android:textSize set to 30sp.

(3) Go into Android Settings. Notice that there is no Display option, which is where you would adjust font size in an Android device.

(4) Go into Chrome OS Settings. Scroll down to "Web content". Change "Font size" from whatever you have it (e.g., Normal) to something else (e.g., Very Large). Notice that the Android app's window blinks, suggesting that something ought to have happened in there.

(5) Using a ruler, measure the width of the "30sp Normal" line in the activity. Notice that the text has not changed size.

(6) Close and reopen the FontScale sample app. Using a ruler, measure the width of the "30sp Normal" line in the activity. Notice that the text has not changed size.

(7) Back in Chrome OS Settings, change the "Page zoom" from whatever you have it (e.g., 100%) to something else (e.g., 200%). Notice that the Android window does not blink in this case.

(8) Using a ruler, measure the width of the "30sp Normal" line in the activity. Notice that the text has not changed size.

(9) Close and reopen the FontScale sample app. Using a ruler, measure the width of the "30sp Normal" line in the activity. Notice that the text has not changed size.

Expected result: Something in all of this would affect the size of text that is measured in sp (scaled pixels) and therefore should take font size settings into account.

Actual result: The text remains the same size throughout.

This is a WM regression. I've verified that the Chrome font size is being propagated to ActivityManagerService, but updatePersistentConfiguration has no effect.
