Chrome gets into a crash loop if you try to connect to a network w/ captive portal

Issue description

Version: 53.0.2785.47
OS: ChromeOS

What steps will reproduce the problem?
(1) [Guess] Enable Play Store in your user profile.
(2) Try to connect e.g. to a hotel Wi-Fi that uses captive portal.

What is the expected output?

Expect to be able to load the captive portal page, to connect.

What do you see instead?

Chrome crashes, then re-launches, crashes again, etc. Did this about a dozen times before dumping me out to the login screen. Lost my session restore state in the process. Issue affected both my corp (ARC++ enabled by policy) and personal (ARC++ enabled by choice) accounts.

Crash ids from this were: 2fcf074100000000, 703c874100000000, 54a6874100000000

I am not able to load the crash reports right now, so can't be certain it's an ARC-triggered crasher, unfortunately. I haven't tested with ARC disabled since that would involve losing all my ARC apps' state.
