Toolbar buttons etc. eat mouse forward/back button clicks

Issue description

Win 10 x64, Logitech G400 mouse w/ Gaming Software 8.81.15.

If you are pointing at web content or the window frame and hit the mouse back/forward thumb buttons, they work as expected.

If you hover the toolbar buttons, omnibox, star, etc., and click, nothing happens.

Apparently these targets are eating the mouse events but not handling them (since they're not left/right clicks).
