When foregrounded, Chrome undoes "Use dark menu bar and dock" system setting

Issue description

OS X 10.11.6, Chrome 54.0.2827.0

Repro: always

1) Enable "Use dark menu bar and dock"
2) Foreground some other program (I used Terminal). Observe that the menu bar's text is white-on-black.
3) Foreground Chrome. Observe that the menu bar's text is black-on-white or white-on-white (!)

elly: Can you try to repro this on another machine? I've tried two machines:

MBP 10.12: Cannot repro
MacPro 10.11: One time, I was able to repro something similar, but first I clicked on Chrome, and then I clicked on TextEdit, and TextEdit's menu bar text was white on white! Haven't been abel to repro since.

Seems likely to be an OS bug shortly after changing the setting?

Argh. I can't repro either now, on the same setup I originally found this on.

I'm calling it gremlins.
