Issue descriptionOS X 10.11.6, Chrome 54.0.2827.0 Repro: always 1) Enable "Use dark menu bar and dock" 2) Foreground some other program (I used Terminal). Observe that the menu bar's text is white-on-black. 3) Foreground Chrome. Observe that the menu bar's text is black-on-white or white-on-white (!)

Argh. I can't repro either now, on the same setup I originally found this on. I'm calling it gremlins.
