Opening "Clear browsing data" dialog scrolls the page |

Issue descriptionOn ToT: 1. chrome://md-settings 2. expand Advanced 3. find and click "Clear browsing data" The dialog opens, but the page also scrolls so that the Privacy section is at the top of the page. I was already looking at Privacy, so the scroll didn't help me, and it confused me by changing what I was looking at when I closed the dialog.
