Panels (Hangouts) Don't Render Correctly with and 2x primary and 1x secondary display

Panels isn't rendering completely correctly on a 2x display with a 1x secondary. This is exacerbated when the panel changes DPIs.

Panel code has been removed in m54 on non-CrOS platforms (see Issue 571511), so unless this affects CrOS somehow, this can be WontFixed. (Doing that.)
