IME for Mus: OnInputLocaleChanged() and GetInputLocale()

These functions aren't supported in ChromeOS. Investigate whether we want to support them in Mus or not.

shuchen, do you know if this is relevant for out-of-process ash? I'm not familiar with this feature.

Out-of-process ash is chromeos-only.

As commented in input_method.h, those are for Windows platform only.
So they are nothing to do with oop-ash.
