End the Get Help app Ctrl+/ vs Ctrl+? confusion

Issue description

Chrome Version       : 53.0.2785.47
OS Version: 8530.43.0
URLs (if applicable) :
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari 5:
  Firefox 4.x:
     IE 7/8/9:

What steps will reproduce the problem?
1. Try to decide on the keyboard shortcut for the Get Help app  
2. Use Ctrl+/ (factually correct but symbolically wrong) 
3. Use Ctrl+? (should be factually wrong as it should be Ctrl+Shift+? but it symbolically makes sense)

What is the expected result?
One keyboard shortcut should exist.

What happens instead of that?
Two keyboard shortcuts exist for the same action.

Please provide any additional information below. Attach a screenshot if
possible.

This should be addressed in the spirit of simplifying the OS. The published guide should be Ctrl+? only - with an implied Shift, perhaps.

When in a Doc or Gmail, for example, ctrl+? opens the shortcuts for that app.
In those apps, ctrl+shift+? opens the Help app.

Therefore, it may be best to make the Help app shortcut ctrl+shift+?.
