Issue descriptionWe want blink-w3c-test-autoroller@chromium.org to be able to make commits (so that it can update the imported w3c tests in the Chromium repo), but it currently can't because of the Contributor License Agreement check. For example, on the CL https://codereview.chromium.org/2239333003, when I try to add the CL to the commit queue, commit-bot responds with: > The author blink-w3c-test-autoroller@chromium.org has not signed Google Contributor License Agreement. Please visit https://cla.developers.google.com to sign and manage CLA. What's normally done for bots that need to commit? Is there a whitelist of non-human accounts where the CLA is not considered?
