Tab strip should prefer favicon over text when too many tabs are open

What steps will reproduce the problem?
(1) Open too many tabs

When too many tabs are open, Chrome appears to prefer showing the first two characters of the tab title, hiding the favicon. This makes it very difficult to identify tabs. It would be better to retain the favicon (which contains much more useful visual information, even if truncated) when too many tabs are open.

Two screenshots attached: One with just enough tabs open to compress all tabs to their favicon, and the second screenshot after adding a few more tabs. As you can see, several of the tabs have their favicons disappear and are replaced by a couple of characters of text, which is not ideal.

On Windows, the favicons are used instead of text.

It seems that in the interest of squeezing more tabs on the the tabstrip that the tabs are made so narrow that the icon cannot fit whereas a couple characters of text can. It may be a matter of just increasing the min tab width. spqchan@ - can you take a look?
