Issue description

Should point to sites page on disabling tests (or locating and reverting the culprit)

I'm trying to figure out what a good link to replace this with might be. https://www.chromium.org/developers/testing/webkit-layout-tests maybe? 
That page seems to be aimed at devs who are working locally on their own CLs. A sheriff-specific page should certainly include a link to that, but should also talk about how to do more sheriff-specific tasks like disabling flaky tests, e.g.: https://www.chromium.org/developers/tree-sheriffs/sheriff-details-chromium#TOC-How-do-I-disable-a-flaky-test-

I'm not sure if that particular page is up to date though.

What do you think of setting up our own sheriffing HOWTO docs that we manage? Maybe start some .md files like https://chrome-internal.googlesource.com/infra/infra_internal/+/master/sheriffs/playbook.md - similar in spirit to the trooper playbook?

An argument could be made that sheriff docs belong in client repos too, I suppose. This could be a topic for discussion on cit-sheriffing. 

You are right. There doesn't seem to be one good page to link to for this case. Many pages seem to contain pieces of useful information. 

I think setting up a bunch of md docs would be very nice. I imagine they could be maintained in collaboration with the client teams. But yeah! Probably something to discuss in more detail.
