This is the new rule which was implemented yesterday, we sent out details about this rule " Bugs with no stars, no owners and not modified for an year." to triage@chromium.org to get feedback, before implementing this. We temporally stop this to address your concerns.

We check for stars:0,1 because when reporting it automatically stars us and that's why we did "stars:0,1" in the query.

I've been hearing a few other complaints about this rule via chat and informally. After thinking about this more, I'm not sure we should be doing this at all. Could you please include me in any future rule planning, assuming that something was done outside of the initial email to the triage list?
