Background color only shows up in viewable area of browser window

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.116 Safari/537.36

Steps to reproduce the problem:
1. Go to http://dev.blinex.com/careerpath/code400tech/
2. Expand "Professional Admin"
3. Expand any one of the three threads underneath it

What is the expected behavior?
The background color should fill the entire table for Directorate thread (and tables for other two threads). After I scroll down, the rest of the table should have already be filled.

What went wrong?
The background color for the table only shows up in the viewable area of the browser (before I scroll down). After I scroll down, the background color is missing from the lower part of the table. 

Did this work before? N/A 

Chrome version: 52.0.2743.116  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 22.0 r0

(1) This started to happen on August 11 or 12
(2) It used to work in Chrome before this date
(3) Background color still works in IE and Firefox, if you could please test in those browsers.
