Bisect pointed to this CL (https://codereview.chromium.org/2217263003). Assigned this bug to CL's owner. 

I didn't revert this CL because the CL is a reversion of another CL. So, it might cause other failures.

Rebaseline looks like it produced updated images: https://codereview.chromium.org/2239343002

Many of the rebaselines in https://codereview.chromium.org/2217263003 were cases where the corner of a popup menu had a slightly different RGB value presumed due to minor floating point/opacity differences. This looks like another such case though not sure how I missed it. Possibly that variance is flaky, am looking into another batch of flaky tests here  http://crbug.com/637245
