OS: Ubuntu 14.04,Windows
What steps will reproduce the problem?
(1)Launch chrome -> Go to chrome://history page
(2)Click on 'Actions' icon -> Now use Up and Down arrow buttons from keyboard and observe for focus (Please refer Video)
Expected: On using arrows from Keyboard Focus should be seen on 'Actions' options
Actual: Instead Focus is not seen
This is Regression Issue broken in M-54
