Regression:Chrome://history page is seen loading forever upon navigating back from killed chrome://history/syncedTabs page.

Issue description

Version: 54.0.2827.0 Dev
OS: Ubuntu 14.04 

What steps will reproduce the problem?
(1)Launch chrome>>Navigate to chrome://history/syncedTabs page and kill the page using chrome://kill>>Now click on back arrow and Observe.

Expected:Chrome://History page should be seen upon navigating back from killed synctabs page.
Actual:Instead Chrome://history page is seen loading forever.

Note:Issue is also seen in Chrome://md-settings page(Please refer video)

This is Regression issue broken in M-54.Will soon update bisect info.
Attaching screen-cast for reference.

Able to reproduce the issue on Windows-10 and Mac OS 10.11.6 using chrome latest Dev M54-54.0.2827.0.
