[A11y]VK goes back to main layout after hide/reshow it in HW layout

Version 54.0.2826.0 canary
Platform 8697 canary veyron_speedy
Firmware Google_Veyron_speedy.6588.197.0

 
REPRO STEPS:
1.Switch to A11y layout 
2.Switch to any VK, open HW layout
3.Touch Hide button
4.Click mouse to reopen VK.


ACTUAL RESULTS:
VK pops up with main layout.

Expected:
It should remains the HW layout.

Note:
This issue not repro if not switch to A11y layout.
