Name of web tab ought to be announced before other content when navigating to or switching between tabs

Issue description

Mode: force_next
Version: 54.0.2824.0
Reproduction Steps: 
1. Enable Chromevox Next
2. Open www.google.com, www.amazon.com, www.lcfvl.org
3. CTRL+Tab to switch between the tabs
Expected: As I switch between each tab, it would be extremely helpful to have the website title be announced *before* any other piece of information. For example, as I switch focus to the Google homepage, I should very simply hear "Google"
Actual: Usually, I hear lots of babble before the title of the web page. Usually, especially when I am familiar with the sites I am visiting, this in not a huge issue... however it is a matter of efficiency, and an individual in school is not always opening tabs with which he or she is familiar with, and therefore would have to listen to all of the babble to determine which site the focus had moved to.

Yep, I've experienced the same behavior and agree.

WHen switching tabs using ctrl-tab, the name of tab is spoekn first for me.
